All council decisions are made at council meetings or through them. They are either made at the meeting or under delegated authority to others.
Council decisions are made by a majority of the councillors present at the meeting voting in favour, providing a quorum is present. If there is a tied vote the mayor, who chairs council meetings, has a second casting vote.
All councillors present at a council meeting may vote on every motion, unless they have a conflict of interest.

Members of the public are welcome and encouraged to attend meetings of Council and Committees.
Some parts of a meeting may be held in exclusion of the public.

A public forum is provided at the start of meetings, where anyone can address elected members.
At least 24 hours’ notice is required if members of the public wish to speak at the public forum.

Terms of Reference
To oversee, co-ordinate and direct the development, review and to adopt policies, strategies and bylaws.
Membership
The Mayor, all Councillors, Hurunui-o-Rangi Marae Representative.
- Oversee the development of policies and strategies in relation to the four well-beings as specified In the Local Government Act, including reviewing policies and strategies as appropriate.
- Adopt new and reviewed policies and strategies, or recommend their adoption by the Council, as appropriate.
- Provide an oversight of the implementation of the Wairarapa Combined District Plan and any Changes to the plan.
- Develop an urban growth plan for Carterton, for adoption by the Council.
- Develop, review and monitor policies under the Building Act 2004, including (but not limited to) The approval of the Council’s Earthquake Prone Policy.
- Develop new bylaws, for adoption by the Council.
- Monitor and review existing bylaws and recommend to Council any changes.
- Develop and approve responses to government legislation proposals and policy issues.
- Oversee the development of plans and procedures for the Council’s responsibilities under emergency management legislation.
- Monitor the development of Memoranda of Understanding between the Council and other Bodies and provide an oversight of other relationships with Carterton groups.
- Monitor the use of Council grants.
- Receive advice from the Economic Development and Placemaking Advisory Groups.
- Monitor and provide input into any Wairarapa-wide policies and strategies.
- Develop a strategy for the operation of the Events Centre and monitor its performance.
Quorum
Five elected members.
Eight-weekly, or as required.
