The purpose of the Wairarapa Combined District Plan is to assist the Council to carry out its functions in order to achieve the purposes of the Resource Management Act.
The Plan was adopted by Carterton, Masterton, and South Wairarapa District Councils in May 2011.
It is the principle means by which the Council seeks to ensure the sustainable management of the natural and physical resources of the district.
A review of the District Plan began in 2020.

Solid Waste Bylaw
The joint Wairarapa Bylaw provides controls over the management and disposal of solid waste by Masterton, Carterton, and South Wairarapa District Councils.

Wairarapa Consolidated Bylaw
Carterton, Masterton, and South Wairarapa District Councils adopted the Wairarapa Consolidated Bylaw in 2019.
The bylaw, which came into force for all three districts on July 8, covers multiple topics that include activity that can and can’t be done in public spaces, prevention of nuisance from fire and smoke, the keeping of animals, and water supply.
