What is changing?
The WLS is ending. From 1 July 2025, Carterton and South Wairarapa councils will each run their own library services.

Why is this happening?
Reviews found that the shared model no longer met either council’s needs, due to differing budgets, systems, and expectations. Digital services and modern tools like SMART now offer better solutions.

Will libraries close?
A: No. All existing libraries will stay open.

Why now, during other reforms like water and council amalgamation discussions?
Library services are deeply local. Councils must now act to modernise delivery for their communities, independent of wider reforms.

Services

Will I still be able to use my library card?
Yes. Your existing card remains valid for your local library service.

Can I borrow from libraries in the other district?
Yes, all Wairarapa Libraries are apart of the SMART consortium, which means you can borrow for all Wairarapa Libraries and the majority of Libraries in the wider Wellington Region.

What happens to my account and borrowing history?
Your account remains active. Some saved data may not transfer — ask staff for help exporting reading history if needed.

What about online and digital access?
Digital services continue. Some platforms may change later — updates will be communicated.

Library hours

Will hours change?
No. All libraries retain their existing opening hours.

Programmes & events

Will storytime and clubs continue?
Yes. Local programming will continue, with flexibility to improve delivery.

Will you still collaborate on events across districts?
Possibly. While the shared structure ends, both councils are open to future collaboration.

Branding & identity

Will the libraries get new names or signage?
Signage will be updated to reflect each council’s brand. You may notice visual changes, but the spaces remain familiar.

Costs

Will this cost ratepayers more?
Transition costs have been budgeted. In the long term, the goal is better service for the same investment.

Is this about saving money?
No — it’s about delivering better value and responsiveness, and a fit-for-purpose service for 2025 and onward.

What next?

When does this happen?
The new arrangements begin on 1 July 2025.

Will there be disruptions?
No. You can continue to borrow, visit, and participate as normal.
