My big idea for what Carterton really needs is…

1) I would like to see some of the $billions going into state housing for local people who become disabled for any reason (such as injury or illness) – as legally we are supposed to cater for those people in our community. Other regions are getting these homes, just not Wairarapa???. Disabled people bring jobs for caregivers and health professionals, they have regular incomes. If they are physically able for some of the time, they have vege gardens and are good neighbours who watch out for others. It has come to my attention that Wairarapa leaders are not intending on building any state housing for this already vulnerable and suffering sector of society.
2) “Carterton Council need to start inspecting rental properties annually for unsafe, poor quality housing, the cost of which should not be allowed to be passed on to the tenant or ratepayers. Because of the housing crisis tenants cannot safely complain when landlords don’t repair dangerous things, etc.
Council should collect up to date contact details for landlords, many of whom do not live in this town. They think if they leave the area they don’t have to do anything about unruly tenants or paying for fences between neighbours, trimming trees and shrubs, house/property maintenance etc. IF a neighbour has a problem with a tenant and doesn’t feel comfortable talking to them, how do they get hold of the landlord???? The Council should have the details.
I was told by a council member that council don’t consider tenants as they don’t pay rates. Not only do tenants pay the rates, they also pay the insurance (that they can’t use) and management fees, they keep the place tidy, lawns mowed, pay for all home maintenance landlords liable for, look after neighbours pets, are part of this community – while most landlords live somewhere else and if they saw this would probably have me evicted with six weeks notice & move a family member in. Rents are now increased $30-$40 a year and those on fixed/low income become ever poorer. Tenants have absolutely nothing to show for their efforts and are forced into more unsafe unstable unaffordable housing in future. All because banks refuse to loan them money (because they don’t already have a house and debts like landlord investors do) . But that’s how central govt treats people now – its not right, but its what we have.”

5) Encourage the “arts” ideas and acquire land behind shopping centre for parking and walking into shopping centre. We have wonderful cultural arts town hall that has NO parking worth speaking of. How do we encourage people to use our facilities with no parking or transport that passes regularly.

for visitors Cart provides clear colourful directions to parking in rear streets, then a treasure map with walking trips to visit the local colour..not just in high st..it can stretch to competitions in streets eg, best letter box paint or garage door, or garden..ending up in high st for delicious food, tea shops, coffee shops, milk bars and even interactive creative workshops..we can have specific days, say spinning and weaving, or carving etc etc..workshops that link in with local airbnb??? Loads of potential.. trucks can be diverted to rutland
Also we could make seasonal celebrations like winter solstice /matariki..our skies are amazing..spring flowers etc..”
11) I have just noticed that the 5 minute parks outside the old post office = no visibility for cars nor people waiting to cross. Cut these parks?

13) It was previously suggested that the alley alongside Chopsticks be used to access parking and make it easier for customers to park and get to shops, a constant complaint from retail/hospo business owners. This obviously is owned by the property but the idea could be floated to see if viable. It was also discussed how the walls alongside would make a good canvas for full height murals, bringing something bright to the main street. Just thought I would revisit that to add to the pot
14) I would like to see a realistic parking time on Seddon Street to use surrounding businesses
15) relocate cdc works depot to Dalefield Road. Use Holloway St land for car parking ‘Events Centre’ and other general parking. Urgent need.

17) Time to start agitating for a pedestrian crossing from the new shops/supermarket across to Carrington Park.
18) Regarding the 3 foot crossings in the town, i would like to see flashing lights (Yellow) at each one. These could be operated by a push button or maybe a PIR sensor, that way they won’t operated when not needed. Also, would it be possible for the council to ask for funding from the Government to help repair quake prone buildings in the main street. Also a 30 or 40 KPH speed limit from the Medical centre to the round about.
19) “I have to cross the raised crossing outside Carterton Medical Centre regularly in my car to get to my home. To be part of the sustainable future we should change this crossing into an electricity generator.

Several years ago I watched a documentary on a large shopping mall in China that had ‘pads’ cars drove over entering the mall. The weight of the vehicle pushed down on a electricity generator that provided most of the power for the huge mall.

I would like to see the feasibility of installing something like that on the main road in Carterton, which we all know is how very busy with traffic – not that that is a good thing. The speed of the vehicles might not even have to change from that currently, there are engineers trained in these technologies that would need to be consulted about the feasibility of this.

There could be an electronic sign saying how much energy/electricity had been produced and maybe how much pollution if that could be determined? It would be very helpful if council staff could facilitate such a meeting with experts.”

26) I would like to see rural rubbish and recycling been picked up as there are more and more lifestyles blocks and people moving on to them . They have there own water and septic tanks on there land. What are they getting out the rates that they pay . Compared to the guys in town? And what about looking at lights above road sign so people out of town can see the road signs in the dark .

32) I know a little about the Māori history of Wairarapa Moana, but almost nothing about the rangatira and stories connected to this town/area (which I understand is also called Taratahi…?) Perhaps the next mural could tell us more about the Māori history of this place? Wouldn’t it be good to have more te reo on street signs and around the town? Or some beautiful Māori art in our public spaces (Rob Stockley has some ideas here… and it would be cool to get some of the youth involved) .
33) “When I ask others about what they love about Carterton- mostly it’s about the ‘feel’ and the ‘people’.. they talk about being welcomed and like they belong and fit it. That they can be themselves here.
For me, it is the people! We are an AMAZING, diverse, beautiful people in and around Carterton xxx
In an ECE context, to create opportunities to build relationships/friendships… I would be thinking about how the spaces reflect the tamariki, can include others, are their enough spaces (hubs) and also the different types of hubs to include difference. Are there spaces for everyone- can we paint together, play together, mahi in the marakai together…

Put that into a Carterton context (I’m pondering, not really telling anyone what to do) … I would imagine that there could be maybe a play area that has a beautiful Māori insipired feel… with a Whare and kōrero to read together about the history of the rohe.
Art and beauty and spaces and hubs, and tracks. and events around the place- just like others have suggested- but aligned with Aotearoa’s founding document- so therefore reflecting both parties to the treaty. Then also reflecting the gay community, all communities, the less abled community, and all ages and colours 👌🏽💕 Our point of difference could be commitment to the Treaty… and our beautiful inclusiveness 🤔👌🏽 could we lead the rest of the country even???

How amazing would it feel to know this was your place, and you could see ‘you’ reflected in the environment 🤔

And a concept that I’m aware of… to include te Ao Māori…
1. As Māori it is so important to be heard and not expected to simply change or accept a non-Māori way. So let’s hear from Māori and plan something really authentic x.
2. Learning about Te Ao Māori is for everyone. I’m pretty positive that our pēpi and tamariki will grow into a more accepting world, and will thank us for allowing them the opportunities to learn what we didn’t. Give it to them 💕💕💕even if you don’t see the value- I believe they will x.
3. It is a point of difference ready to be taken xxx

34) It would be great to have a more visible presence of iwi, supported by council in the area. It is great that local iwi are sharing these online, it would be great to bring together digital and physical information. The IPou project by Te Arawa in their rohe/awa is something that might be worth adapting to suit local needs. Obviously with IP maintained by iwi.
35) I am keen to see statues of Maori and women who have helped shape our town.
36) Hurunui-o-Rangi marae is investigating a passive income option of apps that tell our stories in detail. Nukupewapewa, a Wairarapa hero, came from within the Carterton District, Te Uru o Tane. The stories can take on the form of haerenga and hikoi; VR and AR are different platform options; all linked by QR. There are so many stories from mana whenua and tangata whenua to come. Most of the children stories in books produced by Kahungunu ki Wairarapa, like First Flight are from the Carterton district. We are also working on te reo and learning te reo versions of the stories.
37) “If the Wairarapa becomes a Dark Sky Reserve, we can predict a rising demand for night time activities to support Astro tourism. As a town with no night life to speak of, what can we do to stimulate a change, and ensure Carterton secures a slice of the Astro action? Notably, in a way that brings our community along as part of this starry journey, rather than simply catering to the international dollar. Here’s my ideas:
– Support Art/Murals/Sculptures of ‘sky themes’ or Matariki as part of the CBD re-vamp
– Encourage the Place-Making Advisory Group to investigate public access ‘star gazing’ locations. These could include a plinth showing the constellations visible, and signboards with information and history about them and the early navigators. (Dimly lit with red/green filters to protect night vision) . Perhaps even a telescope and a small shelter? I’d love a glass of mulled wine on site or a volunteer speaker during popular seasons 😉
– Consider expanding the ‘winter festival’ to include night sky themes. Or, adopt a separate festival including night markets, evening activities and storytelling. Incentivise businesses to open late during these times.
I’ve spent literally thousands of hours staring at the stars as a marine navigator. NZ has some of the most beautiful and unpolluted skies in the world. There are unlimited options for storytelling, tourism and learning on this subject. There’s no reason we couldn’t adopt the dark sky as part of our future identity, and set the standard for other towns to follow”
38) What I would love to see is the clock tower finished. We could then have a annual event celebrating it. Or we could celebrate the winter and summer solstice and longest and shortest day. This could be the the four seasons of Carterton celebration….

41) “A complete refresh of shop frontages / signage. Quite a few are dated and faded. Does not make it as attractive to stop, unlike greytown which has a united business owners group that has revamped the town over the last 30+ years.
There are lots of nice old buildings in our town but with bland vanilla verandahs hiding them. Replace those with higher and more uniform rolled roof verandahs, with a pre-agreed town wide colour scheme is my view. Get rid of the verandah signage to one that sits on top of the verandah at pre-agreed sizes.
A few hanging baskets doesn’t cut the mustard imho.
And stop having silly surveys for things like a rainbow clock tower. That was pathetic.
There is nothing stopping C-town competing head on with G-town.
Has anyone thought we could become the SH2 version of Otaki with outlet stores ? A point of difference to our southern neighbours with fashion/wine/books.

43) “I agree that our business area needs to improve so that we are attracting more visitors that will ultimately support our community.
I walk through town every day and often think about what sort of stores would generate customers and be resilient in a world where it is so easy to shop online. I see stores that are in desperate need of rejuvenation and understand the huge financial undertaking required to make them ‘safe’. But I also see some stores that have had a great amount of work done and remain empty.
We certainly need a point of difference but I think that this needs to be more a heart felt ‘feeling’ that we can project. Being the ‘Heart of the Wairarapa’ maybe it needs to focus on our incredibly loving and caring community, on many many levels. A place to rejuvenate, find organic/home made foods and products, meet good people who demonstrate care.
It would be naive to think we couldn’t do this without a blend of ideas so I support the outlet store idea as well.”
44) Outlet stores could be a winner, as I was in Otaki last Sunday, the traffic holdups were astonishing. Bringing traffic up to us, is only the same time. Vehicular access needs to be thought out VERY carefully, as an unintended travel/parking limitation could backfire on the idea.
45) There is a real need for council to take a close hard look at what is important to apply rates on. I have been looking at the average level of income for Carterton and it is clear you can’t go on just increasing rates. People’s incomes have been constrained for over 10 years with successive governments holding wage increasesdown below CPI. Over the next few years concentrate on water including waste water, transport place greater emphasis on developers for new infrastructure and where it has an impact on current infrastructure additional contribution to upgrades. We need to create more business opportunities, love the center new high street, what can council do to enhance this sort of operation. Don’t expect people to agree but great to engage in the conversation
46) Instead of aiming for competitive branding or just trying to get people to visit and buy stuff, regardless of what that stuff is, I would love for us to develop an identity for Carterton that focuses on resilience – including community, sustainability and creativity…people buying/trading locally as much as possible and people visiting to get involved, be inspired, and buy/consume some art, too! Oh, and an indoor farmers market would be great!
47) I would like to know what’s going to happen with the retail area when all the earthquake prone buildings get pulled down and owners don’t rebuild or they rebuild and rents become unsustainable to tenants. The town is going to look like a ghost town if shop rents are too high and businesses leave because of it.
48) What is Caterton’s “point of difference (pod) “? We don’t want to try to “compete” with Greytown in that they have their own niche. We are the “Heart of Wairarapa”, we have an amazing arts community, our Events Centre is unrivalled in the region and we have the daffodil festival. Is there something we could be developing by encouraging more artists, craft artisans and suppliers to make Carterton their home? I agree that there is going to be issues with the building code requirements, so we need to have a conversation around how Council can support this but we, as citizens, need to have a clear vision that we can share with Council for what Carterton is.

50) I would like to see more support for the farmers market. Move it indoors in the winter with sales tables available for local artists, crafters and gardeners to sell plants, seedlings etc. Needs better advertising to bring outside interest.
51) “What’s important for Carterton? An inclusive community, opportunities to ‘get on’ (education, jobs, homes) , safety, and resilience that doesn’t just rely on tourism but instead has tourism as part of a diverse economic portfolio.
Other opportunities could include call centres (like powershop in Masterton) , specialist manufacturing of high value products that need a skilled workforce who are paid wages that reflect that skill; an economy based on low paid ‘McJobs’ will not thrive.
Local jobs that people don’t have to commute to helps keep spending here in the community, as would providing shops and other retail outlets that service the needs of the Carterton population.”
52) “If we look at features that are unique to Carterton district setting us apart from other Wairarapa, and in some cases, New Zealand towns. A quick think list includes: 5 pan toilet on state highway; community gardens close to CDB; Stonehenge; Sparks Park – the almost dog park; more artists than you can shake a paintbrush at; outdoor art gallery; hanging flower baskets; a cluster of second hand shops; award winning Take Note; snakes and ladders; Charles Rooking Carter statue; colourful angel wings; award winning volunteer fire brigade; hopscotches; Holdsworth; award winning Events centre; three murals with the town name in (Carterton on TLC building, Carterton train mural, and ‘I love Carterton’ besides angel wings) . Did I miss anything?
What light hearted media coverage did we get in the last two years? The rainbow clocktower proposal, and the ‘Carterton does cool shit’ sign on the lavvies. Now I am not saying either of those two features should exist in Carterton, however it is that radical, out there, (some would say cringe factor, or laughing stock) ideas that got us noticed on a national scale. Do something radical and national media will do the promoting for you.
Obviously as an artist I am biased, however the recurring unique feature in that list is the art. We have willing artists and two art organisations in town; Wai Art Trust and Heart of Arts. Why not brainstorm with those groups and enable them to create a colourful and creative townscape to reinforce that uniqueness in our town.
For a start I would suggest we consider colourful streets, 3D pedestrian crossings in Holloway Street and fun activities for families that include an educational element. Perhaps a continuing series of perhaps 12 angel wings throughout the district so families travel about ticking off all 12 selfie moments. Encouraging building owners and developers to paint their CBD buildings bright colours.
Colour is an easy, cost effective add, it’s fun, brings families to town and creates a sense of community. Obviously bright colours are not to everyone’s taste and I can only imagine the howls of outrage that this post will unleash – but I can pretty much guarantee that great swathes of grey is not going to differentiate Carterton or make it unique.”
53) Whanganui has two open artist’s studio weekends a year, plus a vintage weekend fair. Perhaps something like that could be arranged I know there is a Wairarapa open garden fest each year here, Carterton could have our own one the gardens could be a work in progress, small town sustainable ones or the larger style country gardens. Otaki way has one each year. Also as I have already said promoting our farmer’s market and finding an indoor place for it in the winter so that artists, crafters and gardeners can have sales tables.
54) “How about Carterton has a hub of local manufacturing. Maybe in closed Paua shop??..in this hub there is spinning using local wool with dyeing techniques, there is weaving from local harakeke and tutoring with this and natural dye making. There is hemp manufacturing and its amazing products produced like clothing, plastics, shoes food oils etc etc
How about a forge for our local handy people..and music making for all members of da community, and art galore!!
I do agree with a bypass which would allow visitors to enjoy all our community offers..including the above and a lot more like our already busy organic local sunday markets”
55) A great addition would be a communal area / square bordered by cafes, restaurants, bars where people can enjoy their coffe, food, or drink. This area would be ideal for outdoor seating and has to be free of motor vehicles. Outdoor entertainment is also an option. The area of the old Vet could have worked and otherwise a redevelopment of the lower Broadway / Masson street area. I’m sure there a re more possible options to develop this as part of revamping the CBD.
56) I’m a local business owner and last year I moved my business into The Core – the redevelopment of a disused building at 65 Nelson Crescent. This location is now home to the Strength Nation gym and four other health businesses. The Core is a great example of the re-purposing of an otherwise vacant building which has now attracted tenants who are providing an excellent health and wellness service for the local community. In addition, it is an example of 5 individual businesses sharing the one location – a situation where each business has an opportunity to share costs and resources for the benefit of all. My feeling is that the overall poor state of the commercial shops is a big factor which is holding back the development of High Street. Redeveloping the High St shops to provide fit-for-purpose commercial space is essential for attracting high-quality businesses. We have an amazing opportunity to re-imagine what our High street could look like and how it could work for all of Carterton.
57) Council needs to think about where light commercial /industries can operate within the borough as most land is now being cut up for dense residential housing , forcing these types of business’s out of town. Not everyone is suited for main st, it just needs to be thought about in our town planning.
58) “I would like Carterton to become a town with a point of difference from the other Wairarapa towns. To me, a fantastic way of doing this would be to capitalise on the history of the town rather than neglecting it, as has been done up until now. There are many fascinating tales to be told of our early pioneers and the events surrounding them. I visited Greytown during this weekend just gone. What a fantastic crowd they had in town. Their point of difference was the mid winter Christmas theme. Small towns bring visitors to suss out their attractions. Carterton has the benefit of a very strong historic society. It is time that this was put to good use to give visitors and residents alike the chance to enjoy tales of the mid nineteenth century through to the twenty first century. Who knows of the large fires that spread through the town many years ago. Who knows that Carterton was once the last “”watering hole”” before the dry area that Masterton and further north had become due to the liquor prohibition law.
My dream would be for the Council and maybe the Lions etc to become involved with a project in setting up a special dedicated area of the town to embrace the history of the early sawmillers, small block farmers, businesses of the town. This could be complemented by fostering the actvities close by of eg. the local horse drawn enthusiasts. Toowomba, a town in Australia has a wonderful Cobb & Co museum. Carterton could have similar.
To summarise I would like to see Carterton enhance its Country town Image by bringing it forward to the twenty first century while at the same time capitalising on the fascinating points of the past. There are many a tale to be told which would be wonderfully entertaining and would bring many much needed visitors to town.”
59) “I think we have established that art and culture is important, however we are a rural service town too, supported by farming and trades.
We have some fabulous businesses here working away in the background, such as Parkvale Mushrooms, Sharpes Stockfeeds, Wairarapa Eggs, Tower Gates, numerous contractors, builders, engineers, and multitudes of other enterprises that provide jobs and contribute to our community ticking over.
It would be great to hear from some of these businesses on how we can support them and help them to grow and prosper in the future, which hopefully will increase jobs too?”

61) A smart Main street. High st lets us down – visitors always comment on how sad it looks. Paint, clean windows would make a big difference. Landlords need to pull their weight! We need to feel PROUD!

67) I would like to see 15 minute parking restrictions on the corner of Seddon Street extend to at least 1 hour. so the original business customers (the medical centre, the dentist, the blood and hearing place) can also use the parking again. for some reason it is monopolized by the daycares few customers, and most often used by the staff working there, which excludes parking to the towns emergency and essential services because the time restriction is unrealistic for those going to the doctors etc.
68) A town bypass! And sooner rather than later please…people WILL be killed on the highway if something isn’t done soon. Traffic seems to be increasing and congestion, parking, cycling, walking for locals is getting worse all the time. There are already roads that could be improved to take the traffic (Para Rd, Carters Line) – and the longer it’s left the more it will cost!
69) “Traffic: Diversion of heavy traffic off main road. More pedstrian crossings north/south. One close to St Mark’s church High St South would be a great benefit (many friends/church services) . Releve traffic on church side of road. Lights to slow traffic down or another roundabour – High St South.

Improving (hub)
Frontshop competitions with an incentive/generous prize. Rules/regulations to ensure a certain standard (design/colours/pots etc) .”
70) “20 July 2020: I don’t just have one idea I have several, though they are pretty big and will take the entire community to realise in the short amount of time I envisage. My ideas cover mental health and would be eligible for funding from new government investments in this area. Also charity money could be applied to these ideas.

Recently I was on the facebook page created for this public feedback and saw a woman wanting Shop Outlet stores in Carterton. These are almost all imported, low price items made with foreign sweatshop labour. I find this morally and culturally offensive and want my own community to again cloth us. With our point of difference using recycled/upcycled clothing. Carterton could become known as the recycle/upcycle style capital of the region. Have clothing designers teaching and working with clients to produce good quality clothing etc. (Through our Local Rehabilitation Centres described later in this submission.)

Shops could also sell offcuts etc from building industry, like mats from Flair Flooring. Artists and crafters could use their skills to design useful items from the waste materials for sale to the public, both in shops and online. With a group dedicated to creating products and selling internationally.

We could run eco-tours for people to plant waterways and give them certificates for their efforts.

Carterton could also become a place in New Zealand that built the first Local Rehabilitation Centre for work, training and rehabilitation opportunities for people with disabilities, illnesses and injuries. Along with a Regional Mental Health Facility based on the same Occupational Therapy and Fence At The Top of The Cliff rehabilitation model I designed several years ago. These are what I saw as the solution to my own needs for meaningful work that accommodated my talents, abilities and impairments and helped me return to a ‘normal’ life after my mental injury as a result of a crime.

Large warehouses big enough to build a house with associated equipment to support people with disabilities to work on them, along with support people, like physiotherapists, occupational therapists, etc. Attached to these warehouses would be offices, classrooms and work rooms to provide a multitude of different opportunities for disabled (illness or injury) local people to work, using a part time, currently untapped workforce.

A workroom recycling and upcycling clothing for sale online and in local shops. That would include selling things like buttons and zips. Because of the rehabilitation (health/welfare) nature of the operation, the labour intensiveness of the work would not need to be incorporated into the selling price.

A workroom with woodwork and metalwork resources to upcycle and refurbish furniture etc. For sale online and through local shops. I envisage support from volunteers like those at the mens shed, however, people involved in work of all types should receive payment for their labour if they choose. Current work opportunities for people with disabilities are demeaning and grossly unfair, voluntary work should be a choice. That includes teaching.

An associated market garden to feed clients, staff and the community, especially in times of crisis. An important meaningful work (and teaching) activity that gives practical skills and resources to a client. Excess preserves or fresh vegetables etc could be sold in local shops. Point of difference could be locally made and supporting the Rehabilitation Centre clients, also bringing well paid health jobs into the community. So people don’t have to travel out of town or the Wairarapa, thereby creating pollution through vehicle use etc. I’ve travelled to work in Lower Hutt for years, I know what a drain it is on people – they would much rather work locally, so long as they could get the same money and interesting jobs.

As part of the Rehabilitation Centre there would be a gym set up with equipment designed to run a dynamo and create electricity. This would be managed by professional trainers and physiotherapists to build strength of disabled people as part of being fit to work and the rehabilitation. This would also support the energy needs of the centre, which should be designed on sustainable models using as much recycled materials as sensible for a new construction. I know there are huge amounts of resources at local building recycling outlets. I envisage research and designs being patented regarding effective exercise equipment producing electricity.

There would be a commercial kitchen for training, rehabilitation and processing excess food from the market gardens and the community. It is such a waste to not process food from the community as well, private fruit trees etc where owners cannot use the produce, they can give to us to use.
ACC have recently announced they will be withdrawing from investing in fossil fuels etc. Now is the time they should invest in these rehabilitation centres throughout New Zealand. The rehab centres dedicated to mental health should cover the serious gap in services for mentally injured sensitive claimants.

These centres should be for those who currently don’t have services. People who have recovered from addiction, not people who are still recovering.
People who don’t have access to IHC services. It would be for people with FAS as shown on Sunday programme recently.
The Wairarapa could have as many as six of these centres, one for each town and some regional, either mental health or physical health.
These centres could also be bases for free on-the-job training for public health, and Occupational Therapy, Psychiatric Nursing (I don’t believe in Mental Health Support Workers) , physiotherapy, etc. Upskilling our community (giving Social Workers more skills, solutions and resources, a current topic of news) using local people and formal govt education resources. The government says they are putting $millions into training in this area.

So not only do we have a workplace that has employees earning between $80-$100,000+ annually we also have the output of the teams of disabled workers building houses and creating products for sale with clean waste materials. Looks like a win win situation to me and possibly more wins if research and development in the area of supporting disabled people into meaningful local employment is the success I forsee.

There is also the potential to create one or multiple co-operatives of workers under the umbrella of these rehabilitation centres. Along with teams of disabled people (and their disability support workers) that can be trained and sent away to help during fruit harvest times and vineyard work in different areas of New Zealand. Perhaps taking our own accommodation if necessary.

As you realise a big undertaking but one I know would be worth pursuing, hopefully my application for a TSB Good Stuff grant is successful and I can take this idea about Rehab Centres further.

Virtual Tours

Another idea I had was virtual tours, while on lockdown I craved to do more professional and interactive virtual touring of art galleries, museums, towns and environment on my computer. But the quality was poor and navigation difficult, I know there is far superior technology that would have given me the experience I was wanting.

We could have people hiring VR glasses at the Events Centre and going on virtual tours, of local artists, local theatre productions, history tours and history plays.

There would be an opportunity for merchandising with this idea and artists being paid just for viewing of their work, without having to sell it if they didn’t want to.

With well catered to and resourced online virtual tourism, we would have the opportunity to sell internationally. Create a museum of cultural, historical and creative works of local people. People would pay to see top quality 3D virtual tours, interviews with artists, interesting stories of history.

Work and paid performance opportunities for actors, writers and musicians, both live for people visiting Carterton and online for our national and international audiences. People who would be available to work on movie and TV productions as well when required.

Because of Covid-19 and pollution tourism creates, people could be encouraged to use and pay for virtual tours to save the planet but get a genuine cultural experience of where they want to visit.

Another idea to give more work to artists, actors and musicians (as I am one) would be to run a different event in each Wairarapa town over the weekend. Perhaps 3 times a day, so people can come to the Wairarapa and choose different events to attend during the day. Perhaps there could be bus and train transport to some of the venues. Perhaps some could happen at country halls and others making use of town halls around Wairarapa. Use electric vehicles, make it as eco-friendly as possible.

If people cannot go to Disneyland but want an experience that professional, then lets see what our arts and entertainment residents can come up with. If say tickets for the tour were $200 adults and $100 children (for those events that were suitable for children) . Offer a top class event, something people save up to participate in. We have a city on our doorstep and within 3 hours of Palmerston North, Wanganui and Hawkes Bay. Make sure local people have the opportunity to attend events for low cost at regular intervals.

There should be a wide variety of cultural events to cater to all tastes.

Visitors should have to pay top dollar so as many people as possible can get decently paid work from the venture. This needs to be professional enough to sell overseas and put on our own virtual reality paid network – museum – gallery.

What I imagine for Carterton and New Zealand post-Covid, is a sustainable and wellbeing based new world where a peaceful society and the planet are highly valued. The question is will we be a world leader in sustainable local development and dealing with the core of issues (ref Norman Kirk) or another follower of consumerism to the detriment of the planet and our society.

Council Focus
I would like to see council focus on these things above by pressuring and lobbying central government, ‘with support from ratepayers’ to have general taxation cover the costs of the wellbeing and work opportunities we want in our community, like those suggested above. Along with facilitating charity avenues to support such ventures.

I would like to see council focus on educating citizens about politics and democracy and how it affects all our lives and how we can use it for the benefit of all people. How citizens can have a say in national politics by more than just voting every 3 years. I would like to see events teaching this to Carterton visitors and schools, community groups etc. There could be displays of constitutional documents on the walls of the Events Centre Library and with the council information available to read – also online. Teach people the most basic premise of a civilised and peaceful society as to why we have governments and laws. Why local council’s exist, some information about our political history would be valuable.

Explain how different governments give council’s the responsibility for wellbeing etc but no resources/money to achieve it. While others take responsibility away from government and disempower local council’s who are at the cliff face of social problems caused by economic theories they apply to our society. From my observations capitalism isn’t working for more and more people. This idea that less government is good for society also needs to be addressed. I know some people may not agree with or understand my position, however I am informed by some very astute global academics in the area of economics, human rights, law and exciting possibilities for the future if we get it right, etc. One of the advantages of social media. (Please refer Noam Chomsky, Chris Hedges, Mark Blyth, Richard Wolff, Yanis Varoufakis, David Harvey and many more.)

I have just been watching an excellent documentary on youtube of Norman Kirk, what a man, what a leader. The core of the matter according to his years of study is every person young or old, family or not needs four things. To have a home to live in, food to eat, clothing to wear and hope for the future. With my Local Rehabilitation Centre idea all of these basic human needs can be addressed. We will be building homes, growing food, recycling/upcycling clothing and giving people we employ hope for the future. We will be helping the planet and leading the way in sustainable methods while proving practical solutions to the issue of wellbeing of all members of society.

That is the future I would like for Carterton, not ignoring the most serious issues, addressing them and offering practical solutions – my kind post-Covid world.

Almos has a lovely piece of locally inspired poetry by a Wairarapa poet in their window. We could expand on that by investigating a competition for charity and sponsored by local retail outlets with front windows to be displayed in thye same way.
This could then be promoted as Carterton’s “”poets walk”” and hopefully bring more people into Carterton at least in the weekends.
I also feel the 70kmh speed limit north of Carterton should be extended to Chester Road or hughes Line. There are too many small businesses in that area to make it safe even with the turning lanes that have been installed.
I personally feel very vulnerable and exposed sitting out there with cares flying past me on both sides doing 100kmh while trying to turn across traffic into the nursery or cafe.”

86) My husband and I have been rate payers in Carterton for 5 years now and have always been disappointed with the Christmas decorations that are put up in the shopping/business area of the town by the Council. I realise that it has to come out of rates but when I compare ours with Masterton or Greytown it is very sad. Apart from the Xmas scene lights attached to the top of the power poles that is it. to see these in the Summer you need to drive through at about 10 to 10.30pm at night when it is dark enough. I saw in the carterton Crier that the Council want to whip the CBD into shape so thought this was a good time to make my feelings known about the fact that at Christmas it would be lovely to go to the shopping area and see some wreaths and Christmas bunting instead of old lights from years gone by and a few flag poles. thank you for your time.

Make more of what’s great/special about Carterton district, and don’t try to be what we aren’t. We aren’t a Greytown or a Martinborough, they’re great too of course but we are all different. There are things we have that are unique and attract people here over other places – walking access to the train, the Events Centre, such a friendly welcoming place (people who are here want to be here and are proud to belong) .
We are a rural service community, and have outstanding businesses that give Carterton the edge – Massons, Carterton Engineering, Sargents motorcycles and so many more, that all help bring people here.
I personally dont favour a bypass. Yes I know some days itd be good to have less heavy transport through the main street, but from experience, a bypass also diverts travellers, commuters, tourists who are all potential spenders. Everywhere thats been bypassed slowly creeps back because businesses need exposure pure and simple.
I think we can do more with:
Heritage/art/culture/nature trails, walks, cycling routes around the village
Clusters – under cover farmers market and produce, art and culture, kiwiana food and kai, business clusters etc
Colour – more murals, more street art, more funky (not tacky) displays that help tell our story and create more selfie photo opportunities for locals and visitors. Every pic taken in front of something with Carterton NZ on it can travel far and fast and shares our special place with the world.
Above doesn’t cost a lot, done in stages over time, incremental improvement to what is otherwise the jewel in Wairarapa’s crown, Carterton!”

102) “According to planing and design consultancy Boffa Miskell, one of the three key elements that differentiates thriving small provincial towns from those not doing so well is having something unique, a unique attraction.
We don’t have a river, lakeside or seaside or other amazing physical feature or indeed any grand or unique architectural landmarks – so we either create one or allow the world to pass us by. Per capita we get about $2k from visitors each year compared with Masterton who get $5k and South Wairarapa $7.5k. We’re missing out – a lot.
So why don’t we make something unique that doesn’t cost a lot of money? An interactive, educative, fun place to visit that’s free and will bring visitors to the town and hey’ll stop here.

103) “I was born in Carterton, grew up and married here and remember when Carterton was a town which had everything one needed to buy. A shoe shop, two large department stores, multiple grocery shops, leather jacket manufacturer, sports shops, a bike shop, picture theatre etc. Many locals didn’t have cars and didn’t need them.
Although we moved away due to my husbands work, we returned to visit our parents frequently and to buy from the local shops here. We bought several leather jackets for the family from Mr Koers shop, bought mushroom compost for our garden and gifts from the Paua Shell shop. We even bought a cocker spaniel from Dalefield. We returned to Carterton to live when we retired and ran a sucessful B&B for 11 years before moving to a quiet street to really retire. We love living in Carterton.
Sadly Carterton has lost most of the shops where people like us spent money. One of the best attractions we have left now is the Clareville bakery, which unfortunately is out of town. Some days when we pass the carpark it’s chocker with patrons cars. If this shop was in town there would be no parking available for those cars, but what an attraction it would be.
Carterton’s best street is Broadway and instead of doing more to Holloway Street I feel Broadway should be made more attractive for visitors. It is a beautiful wide street. We have our own ‘White Swan’ in the Marquis, if only it was made more attractive for diners. Greytown imported a similar building, we have our own!!!
The Kings shop is empty, it is within easy walking distance from the main road, why not make use of the handy position and have something really attractive for visitors. Imagine if the Bakery was in there!!!
I would love to see a cleared space in the centre of town with maybe a paved or grass area with seats handy to a coffee shop where visitors and locals could sit in the sunshine, enjoy a drink and chat.”
104) Already so much has gone into Holloway street and it’s only really found or known by locals. Ive asked a number of people passing through or visiting family etc if they’ve checked out Holloway street and the majority don’t know it exists.. they’re so surprised when they do. People that have visited for years don’t know it’s there. It’s a one way entry, out of sight beauty.. $ needs to be spent on first impressions… Areas seen as you drive through, encouraging people to stop. Enough has been spent on Holloway imo.

Diverting heavy traffic via Lincoln road as originally intended would not be possible now due to the gentrification of Lincoln road. The recent vote on clock tower showed the overwhelming support for the original conservative paint scheme and strong support for the current paint scheme, the support for the rainbow clock was underwhelming. 102) “According to planing and design consultancy Boffa Miskell, one of the three key elements that differentiates thriving small provincial towns from those not doing so well is having something unique, a unique attraction.
We don’t have a river, lakeside or seaside or other amazing physical feature or indeed any grand or unique architectural landmarks – so we either create one or allow the world to pass us by. Per capita we get about $2k from visitors each year compared with Masterton who get $5k and South Wairarapa $7.5k. We’re missing out – a lot.
So why don’t we make something unique that doesn’t cost a lot of money? An interactive, educative, fun place to visit that’s free and will bring visitors to the town and hey’ll stop here.

103) “I was born in Carterton, grew up and married here and remember when Carterton was a town which had everything one needed to buy. A shoe shop, two large department stores, multiple grocery shops, leather jacket manufacturer, sports shops, a bike shop, picture theatre etc. Many locals didn’t have cars and didn’t need them.
Although we moved away due to my husbands work, we returned to visit our parents frequently and to buy from the local shops here. We bought several leather jackets for the family from Mr Koers shop, bought mushroom compost for our garden and gifts from the Paua Shell shop. We even bought a cocker spaniel from Dalefield. We returned to Carterton to live when we retired and ran a sucessful B&B for 11 years before moving to a quiet street to really retire. We love living in Carterton.
Sadly Carterton has lost most of the shops where people like us spent money. One of the best attractions we have left now is the Clareville bakery, which unfortunately is out of town. Some days when we pass the carpark it’s chocker with patrons cars. If this shop was in town there would be no parking available for those cars, but what an attraction it would be.
Carterton’s best street is Broadway and instead of doing more to Holloway Street I feel Broadway should be made more attractive for visitors. It is a beautiful wide street. We have our own ‘White Swan’ in the Marquis, if only it was made more attractive for diners. Greytown imported a similar building, we have our own!!!
The Kings shop is empty, it is within easy walking distance from the main road, why not make use of the handy position and have something really attractive for visitors. Imagine if the Bakery was in there!!!
I would love to see a cleared space in the centre of town with maybe a paved or grass area with seats handy to a coffee shop where visitors and locals could sit in the sunshine, enjoy a drink and chat.”

Ive asked a number of people passing through or visiting family etc if they’ve checked out Holloway street and the majority don’t know it exists.. they’re so surprised when they do. People that have visited for years don’t know it’s there. It’s a one way entry, out of sight beauty.. $ needs to be spent on first impressions… Areas seen as you drive through, encouraging people to stop. Enough has been spent on Holloway imo.

This is really important. Other councils have this bylaw. I don’t accept “”oh I have a bore”” as a counter-argument. We have a creek running through our property. It is spring fed from next door, and last summer it was the first time in living memory (30+ years) that it ran dry. This means the water table was the lowest it’s been in 30+ years. Reasons being its added cost and maintenance that I don’t feel you can tell someone they have to spend. What if they don’t do gardens or have space for it. Who decides how big it has to be for each property. I agree it is a good idea to have one but currently you gain no benefit from installing one.
A better option would be lower the allocated water amount to say 50 cubic meters and and reduce rates evenly compared to new revenue created from water meters. Then there is an incentive to install one on all buildings new and old as the savings go to the installer.”

217) I see Carterton as being the centre of an environmentally aware hub and self reliant when disaster strikes. Ways to encourage this is that all new builds be required to install solar power panels with storage batteries or solar water heating systems. Commercial properties install large water tanks – these could be shared between properties if necessary. Water could be used for toilets, cleaning, back up for fire fighting. As well there could be ‘corridor’ planting of native trees and shrubs, etc to bring more birds and bug life from the ranges down onto the plains. Farmers around me are starting to fell their large, old trees probably because they’ve reached their best by date but not many, if any, replacement trees are being planted. Perhaps farmers could be approached to allow some of their land to be used for this. Central government could be approached for funding for fencing and purchase of plants. It would be a win/win for both farmers and the wider community. Council could establish a ‘best cared for street’ for the rural community – encouraging locals to keep their roadsides both tidy and free of litter (usually dropped from passing vehicles) . I assume townfolk already have this incentive in place – I haven’t checked. These are some of my thoughts …
218) I read today that South Wairarapa Council is looking to progress the introduction of water tanks to households. The amount of new housing in Carterton will place huge demand on the water supply. We have 2 x 22000 litre tanks in our new house in Warrington Court (a godsend last summer) but we have seen only 1 other property installing a tank on Hartley stage 2 in Fantail Ave. Council should consider making tank installation compulsory asap. Most councillor candidates supported this when I asked for their opinions prior to the last election. Time for this to happen!

Events held within Carterton township suffer the headache of traffic management on SH2. To avoid this headache and create capacity for event growth, we need events to draw crowds away from the town centre, whilst ensuring businesses still benefit from the influx visitors over the period. Additionally, we need an event that plays to Carterton’s rural strengths and the dynamic of people who would be attracted to live here. Many people in Wairarapa and Wellington Regions are animal lovers, and others are simply fond of discovering new walking trails with a pushchair or family in tow.

Both Wellington and Auckland host an annual ‘Big Dog Walk’ which is a well-attended event by Dog Lovers all over. Currently, no Wairarapa town runs any similar event. I propose that CDC could partner with Rotary (or other District Councils) to organise such an event. The parameters could be as follows:

– Hosted on Public Land (such as Clareville showgrounds) , or
– Hosted on our new/future walking trails (i.e between Gladstone Inn and The Cliffs) or
– Negotiated to be hosted on private farmland (using existing connections in district)

In essence, the ‘walk’ could be a 3-5km straight line or circular course with options to complete 1 or 2 laps. Ideally a location that is not normally accessible to increase interest and attraction.

– Heading slightly out of town would mean plenty of ‘off road’ parking and drawing crowds away from CBD.
– Would be safer for children/dogs getting in and out of vehicles.
– Would have a token entry fee of $5 per person (or dog) .

– At the completion of the walk, a Market-style area catering to animal themes and street food. Could include stalls from local vets, dog kennels, dog treats/food, dog accessories and other local animal-oriented businesses.

It is possible the walk could rotate through a different location each year. Potentially around April/May before ground gets too soft. We already have the Daffodil Festival and Carterton A&P show that really place Carterton on the map. Perhaps an event like this could be supported with a ‘Dog Trails’ map of the Wairarapa to encourage further recreational visitors?”

A place for our local community and visitors to connect and enjoy family time, comradery, dirt, fun and laughter, creating experiences that memories are made of. We want to entice people to our region to showcase the beautiful and unique things Carterton has to offer, and retain those locals and families who would usually leave the region in search of fun things to do.

325) “My Big Idea for Carterton is an education/recreation programme for school children to learn about gardening edibles and the related activities. A space like a smaller Haumanu Centre or part of Haumanu Centre but which is specifically for children and run by adult volunteers. Some schools do have their own gardens but this is an independent space where small groups of children could come weekly and with guidance could be responsible for their space and the produce from it. It needs to be fun too. Related rainy day activities are worthwhile too.
I did this successfully for the Grey Lynn School in Auckland at the Community gardens in the grounds of a church and can provide positive details about this venture. Ideally it would have a shed where tools could be stored plus a table where kids could have garden related activities on rainy days. Children loved it. Children also developed an interest in garden bugs, worm farms, insect ‘hotels’, compost making and more.
I was also the garden manager for Maungawhau School ‘Garden to Table’ programme at its inception in Mt Eden Auckland. There are many aspects that could be developed from ‘Garden to Table’.
I also initiated the Wilton Picnic Patch in Grey Lynn, Auckland after a former Community Garden on the land was abandoned. It is for both adults and children and is successful – it’s also a secure space where people including pre-schoolers with mums can safely meet. We grew enough produce for ourselves, and to sell in the local Farmers Market – raising enough funds to buy a garden shed.
Covid19 brought about a positive change in our eating/cooking habits and encouraged growing our own vegetables. Vegetable seedlings sold out the week before the first lockdown. Children participated at home and apparently developed healthier eating routines, as well as helping prepare meals.
Worthwhile relationships can be developed with seed sellers, plant sellers, nurseries, tool sellers, schools, media and more. I am happy to provide more information and images.

I was particularly offended by the annual summer street parties the Council supports Real Estate agents to host once a year. It is offensive, insulting and gloating to many poor and local people who are suffering because of the housing crisis and the large numbers of new residents. Many only buy and sell their homes to profit from the Capital Gain and are not good neighbours.
Until central government reinstate culturally appropriate housing, health care, welfare and justice to the most vulnerable, disabled and poorest members of society I believe these street parties should not go ahead. If the Labour party requirement of council is to be responsible for wellness, then they should be addressing those things that cause vulnerable minorities to become unwell. NZ society is now deeply class divided, this is a fact that needs to be acknowledged and addressed, not ignored and left to cause dissension envy and hate (please refer to the words of NZ’s constitutional full length national anthem) .
I know a bit about NZ history and I know the first 150 years Europeans who came to NZ wanted it to be more equal and make sure everybody had opportunity. Following 1984 neo-liberal takeover of our country marketing has significantly increased while we have lead the world in increasing inequality – this is not my culture (it is also not legal or right, but that is for another time) .
The Covid 19 lockdown and global financial collapse is a time to restore some of the decency, kindness, equality and justice our society was once so proud of. Not keep going with what we had which had destroyed the wellness of so many people.”

I like going to weekend markets, since I was a child and my older sister used to take me in to Auckland to the markets there. The market day in Christchurch is amazing and loads of fun, Wellington, Blenheim and Kerikeri have good markets. When we go to Brisbane I make a point of going to the Davies Park Market. But here in the Wairarapa I struggle to get motivated to go, the markets just don’t have the life and bustling atmosphere. I have wondered if it is to many over the region? So, being the ‘Heart of the Wairarapa’, could we manage a monthly market day where local businesses of all walks of life come and sell their products. Encourage all; Parkvale mushrooms, The wonder weeder (made right here in Carterton) , The rimu furniture shop, the many local artists, fruit and vege, eggs, cafe’s, knitters, paua shop, clothing, mens shed, honey, cut flowers, olives, nuts, musicians and buskers, second hand stalls and new things, locally made and imported goods and many many more. Loads of variety. i know we have our Sunday market and no offence is meant to you wonderful people but somehow we need to support you and grow it so we are the destination for a regular market that is exciting and vibrant. Perhaps the Council could support with the events centre.or use Carrington park. And it’s ok to be off the beaten path because people will come if you can offer them the experience.
