Candidate Statement

My principal place of residence is in the area.

I’ve lived in Carterton for 19 years—this is where my family has put down roots. We’re involved in Scouts, local sports, church, and education.

I believe Carterton is the best small town in New Zealand.

I want to bring practical experience from years in education leadership—problem-solving, team improvement, communication, and decision-making—to tackle challenges, improve outcomes, and manage resources effectively.

I’m committed to listening to residents, ensuring rates are spent wisely, and fostering a vibrant, well-managed Carterton for everyone.

My name is Ben Laybourn. For nearly two decades, my family and I have put down roots right here in Carterton. The Tararua are our mountains and playground, and the rivers refresh our spirits. This
community is our home and our livelihood.

I’m a family man and a community member. I’m committed to serving our district. I’ve served as a teacher, school leader, and a Scout leader for many years. Professionally, I’m a leader who brings people together to collaborate and solve complex problems in education.

I’m standing for council because I believe my experience in leadership, strategy, and problem-solving will help ensure our future is built on the foundation of a community and wise decisions.

My top three priorities are about building a strong community: First, community wellbeing. Our infrastructure—our roads, water, and waste are the foundation of a healthy community. These need a responsive and responsible plan to ensure these services are resilient and secure for future generations. Second, fostering a vibrant local economy and culture . partnering with our local businesses, community groups and Ngāti Kahungunu iwi, making decisions that honour Te Tiriti o Waitangi and are good for the economy.

Third, I’m committed to community-driven decisions. I will work on ensuring our council is transparent and accountable, and that every voice has an opportunity to be heard. The biggest challenge we face is ensuring our community can grow and thrive while staying true to our unique character.

Our biggest challenge? It’s simple: We need to upgrade our infrastructure without breaking the bank for our community. This challenge can only be solved by working together. By focusing
on collaboration and community-driven decisons, we will make Carterton an even better place to live, now and into the future.
