The Council administers a variety of funds which are available for projects, events and services provided for the Carterton community.
These include:
- Community Grants Fund
- Creative Communities Scheme

Our Community Funds
Community Grants Fund
Carterton District Council facilitate two community grant funds, our Local Community Grants Fund, and a Wairarapa Wide Regional Grants Fund.
The Council’s Long-Term Plan sets the funding available for community support through grants, this is reviewed and renewed at each Annual Plan.
Our Grants Policy provides the framework for allocating grants to groups and organisations that are contributing to the outcomes and vision that benefit the people of Carterton District, that contribute to Carterton being a ‘A welcoming and vibrant community where we all enjoy living’. Creative Communities Scheme
The Creative Communities Grants Scheme [CCS] helps to fund local arts projects. Each year Creative New Zealand provides funding to Carterton and other city and district councils to distribute in our area.
In 2023, Creative NZ also launched a one-off Festival fund to support festivals that continue to be impacted by the effects of Covid-19.

Application Guidelines

- Creative Communities DIY kit A great resource for applicants, developed by David Engwicht, founder of Creative Communities International, and trialed in Palmerston North.
Project Completion Report form
- CCS Project Completion Report: If you have previously received a grant, please ensure your organisation has completed and submitted the Project Report form. The form needs to be returned within two months after the project/event is completed. This is a requirement before future funding will be considered.
Waste Minimisation Grant
Carterton District Council is welcoming applications for its new grants from the Waste Minimisation Rapid and Contestable Funds.
The fund, which provides practical support for innovative solutions that reduce waste, is supported by money raised by the national waste levy and awarded through Council.
Funding is available for community groups, not-for-profit organisations, schools/educational institutions, Iwi/Māori organisations and businesses, neighbourhood groups of at least five households.
Applicants must be based in and running their proposed activity in the Carterton District.
Rapid Fund
Applications to the Rapid Fund will be considered monthly as they are received for the remainder of the 2023 – 2024 financial year.
Up to $2,000 is available for projects.
You can make an application for at least six weeks prior to project’s start date. This ensures application is processed in time. An assessment and decision will be made within four weeks of your application.
Annual Contestable Fund
The annual contestable fund [for medium and large projects up over $2000] has a total pool of $60,000. Applications are considered annually, and close on 29 February 2024. Assessment and decision by end March 2024.
How to apply
Smarty Grants is a user-friendly platform which enables you (or your organisation members) to enter your application details, save and exit, then add more at a later date, upload supporting documents and review previous applications or funds awarded.

Sport New Zealand Rural Travel Fund
This grant provides support for rural sports clubs and rural school teams with young people aged between 5 and 19 years who require subsidies to assist with transport expenses to local sporting competitions. There is one funding round per year held in February.
The 2023 Sport New Zealand Rural Travel Fund grants have now been allocated.

Accountability Forms
- Download Accountability Form [Word version] and return this by 23 February 2024. You must complete an accountability form in order to be eligible for the next round of funding.
Carterton & Districts Returned & Services Memorial Trust Tertiary Grant
This grant provides a Tertiary fund for residents of the Carterton district who are direct descendants of veterans and servicemen. The grants are provided by the Trust to students under 25 years of age to assist with expenses related to their tertiary education. There is one funding round per year held in February.
The 2023 Carterton & Districts Returned & Services Memorial Trust tertiary grants have now been allocated.
How To Apply
You can apply for most grants through cartertondc.smartygrants.com.au.
The portal includes help and guidance on each grant process.

What is the web address for the online portal?
You can access the portal at https://cartertondc.smartygrants.com.au.
What if I forget my login or password?
Use the ‘forgotten’ password functionm, and you u will be emailed a link to reset your password. Please use the same email address that you have signed up with.
Will the platform remember information I have already entered?
YES – if you click SAVE regularly. Note – the system does ‘time-out’ if you walk away from your computer for a period of time.
[For Community Grants] What do I do if I don’t have a community group bank account?
This is a requirement for the Community Grants from the 2023 application process. It is possible that a local community organisation will hold the funds on your behalf. We suggest you contact a local group to see if this is possible.
How do I upload files?
There are sections in the form where you can upload your supporting documents. Click on the ‘upload’ button and navigate to your files to choose. Make sure your documents are in the correct
format.
